Description: this case study, led by the Met Office, is designed to leverage change in the financial sector across Europe and beyond. The objective of the climate service focussed work is to highlight the physical risk that pension funds may be carrying within their portfolios and present an example of potential flood risk in a way that is persuasive to key actors in pension fund decision making. A pragmatic and transparent framework for generating this risk information is shared in Dawkins et al alongside exploring actions that can be taken to reduce risk. A short website was created mid-way through the ASPECT project to communicate to pension fund trustees (content created by the Met Office, website created by ECMWF). This website is designed to be accessible to those without much prior climate knowledge, to raise awareness of physical risk and help educate about the use of seamless timescale (seasonal to 30 year and beyond) climate information. Both Dawkins et al. and the website provide useful context to aid discussions between financial actors and climate service providers who might be employed to provide climate risk assessment products focussed on risk associated with extreme rainfall and flooding, and support associated decision-making. The University of Leeds is leading research testing the early-stage prototype information on the website to help improve climate information for the finance sector. Under this case study, ASPECT has also supported a reinsurance sector focussed hackathon. Alongside providing steering input into this cross-research and industry initiative, ASPECT provided guidance on the use of decadal prediction data.

Description:
In this case study, the Met Office are co-producing content for a website-based tool for people working at the British Red Cross, implemented by ASPECT partners at ECMWF. The publicly available website aims to provide education around heat impacts and seamless climate information in an accessible way and at an appropriate level for emergency responders. Importantly, the website tool is designed to help support practical decision making around climate adaptation by helping responders and operational managers to link the relevance of potential future heat extremes to example decisions that might need to be made throughout the organisation. For example, these decisions might include where volunteers are located, ensuring suitable equipment and supplies are available, and providing training for responders. The website also includes training material around seasonal forecasting and accessing local UK climate projection information, initially delivered in person to the British Red Cross. This prototype tool is an example of how climate-informed decision making in the emergency response and humanitarian sectors could be supported by climate service providers. A second shorter website has also been developed for the University of Leeds to use in research testing how people interpret heat-related prediction information, inspired by this case study. Scientific research across consortium partners is ongoing to explore ways to improve seasonal to decadal prediction products for hot summers and heatwaves, including research by the University of Oxford, the Max-Planck-Institute for Meteorology, the Barcelona Supercomputing Center and the Met Office. This research will help support the future development of seamless climate products and services for users like the British Red Cross.

The Governance case study led by the CMCC is framed within the European climate-adaptation policy landscape, including the EU Climate Law (Regulation 2021/1119) and ISO 14091:2021, which guide Member States in assessing climate risks and developing effective adaptation strategies. The case focuses on Emilia-Romagna, a region in Italy increasingly exposed to extreme heatwaves and severe rainfall events that pose growing risks to public health, water resources,
infrastructure, agriculture, and ecosystems.
The Super User is ARPAE (Agenzia Regionale per la Prevenzione, l’Ambiente e l’Energia), a public research-oriented agency that provides scientific and technical
support to regional authorities on climate, environmental protection, and energy policy. ARPAE has long-standing expertise in climate predictions, projections, and
statistical downscaling, making it a central actor in regional climate-adaptation planning. Represented by the Head of the Climatology and Long-Term Forecasting
Unit, ARPAE operates within a highly technical governance environment where advanced climate modelling and data-driven services are essential.
Within the ASPECT project, the Governance case study was co-developed as an exploratory analysis rather than a fully operational service. ARPAE contributed
datasets, domain expertise, and continuous technical feedback to assess how multi-timescale climate predictions could enhance strategic and operational water-resources management. The collaboration focused on usability, policy coherence, and alignment with existing institutional workflows, while ASPECT supported experimentation, integration of seamless climate information, and capacity building.
The technical work concentrates on three components aligned with regional adaptation priorities:
- High-resolution convective-permitting climate modelling (led by SMHI and the University of Zagreb)
- Statistical downscaling to regional planning scales (led by CMCC Bologna)
- Application of climate projections in hydrological models (led by CMCC Venice).
